Project Procurement Officer

As a Project Procurement Officer for the Business Unit Dredging &
Infra focusing on project procurement, you play a key role in the success of
our projects across all four product lines: Infra Marine, Infra Land, Capital
Dredging and Maintenance. This position focuses primarily on complex Infra Land
and Infra Marine projects in the Netherlands and internationally. From dike
reinforcement programmes and quay wall renovations to large scale area
developments, you develop and implement sourcing and procurement strategies
that support commercial, technical and contractual project objectives. You
review Client documentation, define procurement packages and translate project
requirements into a clear procurement approach that balances value, risk and
delivery certainty. You develop and align individual Project Procurement Plans and
continue to implement these plans. Working closely with Category Managers,
Commercial Managers and Project Execution Teams, you connect local and
international supply markets with project needs. You act as the procurement
representative within the project team and ensure timely, high quality
procurement input throughout the project lifecycle.

YOUR IMPACT
  • You create value by bringing together commercial, technical and operational interests into one clear procurement strategy. You identify opportunities for competitive advantage, cost savings, innovation, risk reduction and supply chain improvement. You lead procurement for subcontracting, which can represent 70 to 80 percent of the contract value, as well as materials and related services, which can represent 10 to 20 percent. You lead commercial negotiations, work with Legal on contracting and coordinate expediting where the size of the project requires it. You bring together Sales, Engineering, Contracting, QA/QC, the Project Leader, General Manager and Control to keep procurement aligned with the wider project objectives. Together with Central Procurement, you also help improve standards for governance, roles and responsibilities, planning, policies, systems, processes, procedures and KPIs. You also contribute to the continuous improvement and optimization of the Procure-to-Pay (P2P) process, ensuring efficient and compliant procurement workflows from sourcing through to payment. You make sure procurement strengthens successful delivery of the project.
  • Develop sourcing and procurement strategies and individual Project Procurement Plans for local and international projects, aligned with project scope and commercial and contractual objectives
  • Review Client documentation, define procurement packages and manage RFIs and RFQs with suppliers across local and international markets
  • Lead procurement of subcontracting, materials and related services, including supplier sourcing, prequalification, evaluation, negotiation and contracting together with Legal
  • Collaborate with Category Managers across areas such as fuel, equipment, marine hire, logistics and rock, while identifying procurement opportunities, risks and synergies across projects
  • Orchestrate procurement activities across Sales, Engineering, Contracting, QA/QC, Project Leadership, General Management and Control while supporting expediting and continuous improvement
  • Support the continuous improvement of Procure-to-Pay (P2P) processes and systems, including procurement administration activities such as the creation and management of Purchase Orders (POs), to ensure efficient and compliant project execution

  • You combine analytical thinking with strong commercial awareness and enjoy working in a dynamic environment. You know how to balance stakeholder interests while remaining focused on project timelines and objectives. You communicate confidently with colleagues, suppliers and leadership and are comfortable operating within a matrix organisation. You take ownership, bring structure to complex situations and know how to move different stakeholders towards a shared result. To be successful in this role, you bring:
  • A completed bachelor's or master's degree in a technical discipline, preferably Civil Engineering
  • Strong commercial skills and experience with commercial negotiations and contracting
  • At least 5 years of experience in project procurement, subcontracting or strategic procurement within project based organisations
  • Experience with procurement strategies, contract management, supplier negotiations and risk management
  • Excellent command of Dutch and English, both spoken and written
